After the Eaton fire, Altadena residents vilified outside investors snapping up burned lots, until one couple’s conversations with infill builder Ocean Development turned a feared bogeyman into a catalyst for neighborhood recovery. Developers now own nearly half of Altadena’s vacant lots sold last year, and are filing rebuilding plans faster than many individual owners. But records show they still hold only a sliver of the destroyed homes.
